Do You Need a Licence for an Electric Bike in Turkey? (2026)

Short answer

No, most electric bikes do not need a driving licence or a number plate. Under the Highway Traffic Law (Karayolları Trafik Kanunu), pedal-assist electric bikes (pedelecs) whose maximum continuous power does not exceed 250 W (0.25 kW) and whose assistance cuts out when they reach 25 km/h count as bicycles. For that reason, no driving licence, registration plate or compulsory traffic insurance is required.

A helmet, however, is compulsory. Under Article 150 of the Highway Traffic Regulation (Karayolları Trafik Yönetmeliği), riders of bicycles and electric bicycles must wear a protective helmet. You must be 11 to ride a bicycle and 15 to ride an electric bicycle (Law art. 37).

Vehicles that exceed the limits may be classed not as bicycles but as motorised bicycles (mopeds). We explain the details below with quotations from the official texts.

What is an electric bicycle? The definition in the law

The definition appears in identical words in Article 3 of the Highway Traffic Law No. 2918 and in Article 3 (paragraph 10) of the Highway Traffic Regulation. According to the text, a bicycle is a non-motorised vehicle moved by human muscle power turning the wheel by pedal or by hand, and the following electric bicycles also fall into this class (our translation):

“Electric bicycles whose maximum continuous rated power does not exceed 0.25 kW, whose power decreases as they accelerate, and whose power is cut off completely once the speed reaches 25 km/h at most, or soon after pedalling stops, also fall into this class.” (Karayolları Trafik Kanunu, md. 3)

Three criteria follow from this sentence:

  • Power: Maximum continuous rated power does not exceed 250 W.
  • Speed: Motor assistance cuts out completely when it reaches 25 km/h.
  • Pedal assistance: Assistance stops promptly when you stop pedalling.

This definition was introduced in 2013 (Law No. 6495). In 2026, other articles of the Law were amended by Law No. 7574. In the consolidated text we saw no sign that this definition was changed. Even so, we recommend checking the current text on mevzuat.gov.tr.

What happens above the limits? Mopeds and licences

Vehicles with more than 250 W, vehicles that keep assisting after 25 km/h, and vehicles that move only with a throttle without pedalling do not meet the definition above. These vehicles may fall under the motorised bicycle (moped) definition in Article 3 of the Law: two- or three-wheeled vehicles with a maximum speed of no more than 45 km/h and, if electric, a maximum continuous nominal power of no more than 4 kW.

For a vehicle classed as a moped, the following generally apply:

  • Driving licence: Under Article 75 of the Highway Traffic Regulation, an M class driving licence is issued to those who drive motorised bicycles (mopeds). Under Regulation art. 85, classes such as A1, A2, A and B also authorise driving M class vehicles. Under Law art. 39, driving a vehicle outside the class of your licence is prohibited.
  • Registration and plate: Under Law art. 21, vehicles that are registered cannot be taken on the road without a registration document and plate.
  • Insurance: Under Law art. 91, vehicle operators must take out compulsory liability insurance.

So the issue is not that the bike is “electric”, but whether the vehicle stays within the limits in the definition. Modifying a vehicle so that it operates outside 250 W / 25 km/h can stop it being legally a bicycle.

Where can you ride?

Because an electric bike is legally a bicycle, the rules for bicycles apply:

  • Cycle path: Where there is a separate cycle path or lane, bicycles may not be ridden on the carriageway (Law art. 66, Regulation art. 136).
  • Pavement and pedestrian paths: Riding bicycles in places set aside for pedestrians, that is on pedestrian paths, is prohibited (Law art. 66, Regulation art. 136).
  • Road: Where there is no cycle path, you ride on the right of the carriageway, following the traffic rules.
  • Other rules: You may not carry a passenger unless there is a proper seat for them, at least one hand must be on the handlebar, and holding on to another vehicle and stunts are prohibited.

Parking and municipal regulations can vary by area. It is worth checking the cycle path situation on your route in Alanya in advance.

Helmet, lights and reflectors

  • Helmet: Regulation art. 150/2-(a) (as currently amended by the change in Official Gazette no. 33067 of 4 November 2025) makes it compulsory for riders of bicycles, electric bicycles and motorised bicycles to wear and fasten a protective helmet. The rule on protective goggles says that goggles are not required for cyclists. The helmet must comply with ECE R 22 in the schedule annexed to the Regulation. Law art. 78 also makes it compulsory to use a protective helmet properly and provides an administrative fine for violations.
  • Lights: According to the schedule annexed to the Regulation, a bicycle must have a white headlamp that can light up 20 metres ahead, and a red lamp or red reflector at the rear.
  • Brakes and bell: Two brakes operating the front and rear wheels separately, and a bell or similar sound device audible from about 30 metres, are required.
  • Reflective clothing: According to the same schedule, riders must wear a reflective vest or similar to ensure visibility on night journeys.
  • Age: You must have completed 15 years of age to ride an electric bicycle (Law art. 37).

Checklist when buying

  1. Spec sheet: See from the document that the motor’s maximum continuous rated power is 250 W or below and that assistance cuts out at 25 km/h.
  2. Pedal-assist operation: For models that move with the throttle alone without pedalling, ask separately about compliance with the definition.
  3. CE mark and user manual: Ask for the values stated by the manufacturer to be in writing.
  4. Invoice and warranty: Get an invoice and warranty document from an authorised dealer.
  5. Do not modify: Modifications that remove the speed or power limiter can take the vehicle outside the legal definition and may affect the warranty.
  6. Equipment: Budget for a helmet, a light set and a reflective vest from the start.
